If you manufacture, supply, or design seismic supports and attachments for nonstructural components installed in California hospitals, the OSHPD Preapproval of Manufacturer's Certification (OPM) program is the fastest path to recurring, portable approval. Under the 2025 CBC and ASCE/SEI 7-22, HCAI has issued a revised PIN 62 (08/13/2025) and a new CBC 2025 OPM Triage Checklist with a hard January 1, 2026 deadline.

What is an OPM, and what is it not?

The OPM is a voluntary preapproval program that pre-reviews Manufacturer's Certifications for the seismic design of supports and attachments under H&S Code §129895, 2025 CBC §1705A.14.2, and ASCE 7-22 §13.2.1, Item 2.

  • Seismic design of supports and attachments for nonstructural components;
  • Seismic bracing of distribution systems (HVAC ducts, pipes, electrical raceways);
  • Interior partition walls and suspended ceilings seismic bracing equivalent to OPDs.

An OPM is not:

  • A product or component approval;
  • A verification that the supporting structure is adequate;
  • Available for vibration isolators, roof curbs, or concrete anchors;
  • Available for gravity-only supports.

What counts as a "support" vs. an "attachment"?

  • Supports — braces, frames, legs, lugs, snubbers, hangers, saddles, struts, cables, guys, stays, tethers, skirts, pedestals.
  • Attachments — anchor bolts, welded connections, mechanical fasteners.

An OPM must cover the entire continuous load path from component to primary structure.

The 2025 CBC OPM Triage Checklist (don't skip this)

Any "No" answer is cause for triage rejection. The checklist is organized into Scope, Drawings, Calculations, and Test Reports.

Scope (S1–S5)

  • S1 — within PIN 62 scope; not a product approval.
  • S2 — based on CBC 2025 / ASCE 7-22 only.
  • S3 — covers entire support and attachment load path.
  • S4 — indoor components only, seismic-controlled.
  • S5 — for renewals, attach detailed change description.

Drawings (D1–D12)

  • D8 — maximum certified acceleration parameters: Fp/Wp, SDS, Ip, CAR, Rpo, Ω0, Hf, Rμ; Hf/Rμ minimums of 1 (at/below grade) and 2.69 (above grade); z/h minimums of 0 and 1.
  • D9 — include above-grade concrete-over-metal-deck installation using top-sided-only post-installed anchors.
  • D11 — first general note must read: "This HCAI Preapproval of Manufacturer's Certification (OPM) is based on the CBC 2025…"
  • D12 — drawings signed by RDP.

Calculations (C1–C4)

  • C2 — every page watermarked "NOT approved by HCAI".

Test Reports (T1–T3)

  • T2 — ISO 17025-accredited lab or under California-licensed engineer.

OPM submittal package (PIN 62)

  1. Online application for preapproval.
  2. $250 non-refundable filing fee.
  3. Certified outline drawings.
  4. Test reports, calculations, product catalog.
  5. Electronic portal submittal.
  6. Renewals: change description.
  7. Detailed backcheck responses.

Distribution-system OPMs: a different workflow

  • OPM owner prepares project-specific layout drawings incorporating applicable details (generic OPM reference is not sufficient).
  • SEOR verifies supporting structure adequacy and stamps layouts.
  • Submitted as Deferred Submittal Items per 2025 CAC §7-126.
  • Different distribution-system OPMs cannot be mixed on a single run.

Validity, expiration, and the January 1, 2026 deadline

OPMs do not expire and may be used on projects under their code cycle or earlier. Starting January 1, 2026, HCAI will review OPMs based solely on CBC 2025. Renew now using HCAI's two-step renewal process.

The 80/40/40 OPM review timeline

  • 80 days — new OPM application review.
  • 40 days — backcheck response review.
  • 40 days — same-code-cycle renewal review.

Partition walls, suspended ceilings, and distribution-system OPMs may take six months or more.

OPM vs. OSP — pick the right program

  • OPM certifies seismic design of supports and attachments.
  • OSP (PIN 55) certifies the component itself (Designated Seismic Systems with Ip=1.5) — see our OSP guide.

Action plan for OPM owners (today through Jan 1, 2026)

  1. Pull every active OPM and tag the ones still on ASCE 7-16.
  2. Re-run anchorage calculations under ASCE 7-22.
  3. Update D8 acceleration parameters and add D11 general note verbatim.
  4. Watermark all calc pages "NOT approved by HCAI" (C2).
  5. Re-confirm test reports satisfy T1–T3.
  6. Submit through the electronic portal with a clean change description (S5).
